Form AR-11 SR, Special Registrant Alien's Change of Address Card
Form AR-11 SR is required for all aliens who are subject to Special Registration. Special Registrants must submit for Form AR-11 SR within 10 days of any change of address. “Special registration” (or the National Security Entry-Exit Registration System also referred to as NSEERS) consists of several procedures involving increased scrutiny and tracking of certain non-immigrants. The stated rationale for NSEERS and the continued United States Department of Homeland Security requirement for those classified as Special Registrants to file Form AR-11 SR is for enhanced national security. All non-immigrants Special Registrants are subject to the change of address notification requirement of Form AR-11 SR whether they classified as “call in” or “port of entry” Special Registrants.
The only exception to this requirement is for F, J or M non-immigrants whose change of address or school is updated through the Student and Exchange Visitor Information System (SEVIS). The notification of change of address or school through SEVIS is considered compliance and the filing of Form AR-11 SR is not necessary. However, all non-immigrants subject to registration, including F, J or M non-immigrants whose change of address or school is updated through SEVIS must file Form AR-11 SR within ten days of change of employment.
The United States Citizenship and Immigration Services uses the information provided by the alien in Form AR-11 SR for statistical and record purposes as well as enhanced national security. Failure to report a change of address with the filing of Form AR-11 SR is a serious offense and may result in a fine, or imprisonment and removal of the non-complying alien.
